Controlling the public
In our experience, Councils are not primarily in business to protect the rights of the citizen, they are in business to control the public. Administrations may appear benign, working for the community, but positions of authority also attract the more unpleasant aspects of human nature. Professionals can be resistant to blame, secretive, controlling, bullying, self-seeking, boastful, arrogant, intolerance of criticism. See Citizens Rights (01 Introduction) |
